DESCRIPTION
In crime ridden Gotham City, Thomas and Martha Wayne are murdered before young Bruce Wayne's eyes. Although the idealistic Gotham City Police Dept. detective James Gordon, and his cynical partner, Harvey Bullock, seem to solve the case quickly, things are not so simple. Inspired by Bruce's traumatized desire for justice, Gordon vows to find it amid Gotham's corruption. Thus begins Gordon's lonely quest that would set him against his own comrades and the underworld with their own deadly rivalries and mysteries. In the coming wars, innocence will be lost and compromises will be made as some criminals will fall as casualties while others will rise as supervillains. All the while, young Bruce observes this war with a growing obsession that would one day drive him to seek his own justice against the evil of Gotham as The Batman.

The story behind Detective James Gordon's rise to prominence in Gotham City in the years before Batman's arrival.
Il pilot di questa quarta stagione ci catapulta in una metropoli ormai rassegnatasi al caos e al proprio crimine, tanto da renderlo lecito con un tesserino. Oswald Cobblepot (Robin Lord Taylor), la mente dietro a questa ambitissima licenza per criminali, è finalmente riuscito a riprendere il controllo della criminalità organizzata a Gotham, e possiede un nuovo locale tutto suo, che suggella la sua ascesa al potere. Tutto ciò che serve è giurare fedeltà a Pinguino, in cambio vi è una licenza che autorizza ladri, attaccabrighe e truffatori ad esercitare liberamente la propria criminalità. La nuova situazione costituisce un enorme problema per James Gordon (Benjamin McKenzie) e Bruce Wayne (David Mazouz), che sembrano essere rimasti gli unici cittadini di Gotham immuni alla corruzione. Mentre lo spaventapasseri minaccia la città, Bruce continua il suo cammino per diventare l’eroe di Gotham, combattendo il crimine nelle strade come vigilante mascherato. Il nuovo status quo della città non gli faciliterà certo il lavoro, specie con Ra’s al Ghul (Alexander Siddig) che lo osserva di nascosto, pronto a fare la sua mossa. Selina e Tabitha si sono invece alleate, e decidono di entrare con Barbara nell'ambito del traffico illecito; grazie all’aiuto della sua nuova mentore Selina ha sviluppato ulteriormente le sue abilità nel combattimento.
