Disgusted at the murder of Bodie, McNulty re-joins the MCU, determined to bring down Marlo, but in doing so quickly returns to his old drinking and womanising ways. Having turned down the offer of money from the Governor of Maryland, worried about the ramifications for his own gubernatorial run, Carcetti must try to make up the $54m education deficit via cutbacks. This leads him to delay the promised increase in police pay, with newly promoted SIC Carver trying to placate the Western District troops as they reach breaking point. Meanwhile, Burrell and Rawls explain to Carcetti that without budgetary assistance from City Hall, they cannot deliver the reductions in crime on which he campaigned. The FBI offer to help work the vacant murders investigation, but on the condition that Bond take the Davis corruption case federal. When he and Carcetti refuse, the FBI withdraw their proffered support. As such, the MCU is shut down. Similar cutbacks at The Baltimore Sun make it increasingly difficult for city desk editor Gus Haynes (Clark Johnson) to maintain the paper, finding staff cutbacks have made efficient reporting virtually impossible. Elsewhere, Bubbles moves into his sister Rae's (Eisa Davis) basement in a concerted effort to get clean, and at a meeting of the New Day, Marlo's behaviour gives Slim Charles cause for concern.

Il primo è uno scrittore e produttore di serie televisive, autore di due libri polizieschi, ed ex giornalista di cronaca giudiziaria del Baltimora Sun. Il secondo è un ex investigatore della polizia di Baltimora, ex insegnante di scuola pubblica, e co-autore di un libro poliziesco insieme a David Simon.
The Wire è un racconto duro, realistico e spietato della società americana nel suo rapporto con il crimine legato al traffico della droga. Mostra i legami tra povertà, l'indotto del commercio della droga, le istituzioni, l'educazione. Ne risulta un quadro pessimista ed estremamente critico. La struttura della serie è interamente orizzontale: non ci sono casi di puntata, ma un unico arco narrativo di stagione. Il racconto parte da un’indagine di polizia su una singola organizzazione criminale, ma ben presto si estende a tutto ciò che ruota intorno al traffico di droga: mandanti, fornitori, riciclatori di denaro sporco, disfunzioni delle istituzioni preposte alla legalità e all’educazione, storture del sistema dei media. La serie è interamente ambientata nella città di Baltimora, la metropoli americana nello stato del Maryland che ha un numero di omicidi sette volte maggiore della media nazionale, seconda per numero di morti solo a Detroit. Ogni stagione si concentra su un aspetto differente di Baltimora: il traffico di droga (prima stagione), il porto (seconda stagione), la burocrazia e l’amministrazione cittadina (terza stagione), il sistema scolastico (quarta stagione), e l'apparato dei media (quinta stagione).
La serie è molto apprezzata per il ritratto realistico della vita urbana e la profonda esplorazione dei temi sociali e politici.
