В центре повествования Токио будущего, восстановленное после разрушительного землетрясения киборгами корпорации 'Геном', внешне почти не отличающимися от людей.

Этих киборгов кличут 'бумерами', они периодически сходят с ума и начинают уничтожать всё, что шевелится.

Для нейтрализации перегоревших бумеров создаётся отряд спецполиции - вооруженных до зубов копов, призванных уничтожать взбесившихся роботочеловеков.
