La sera del 13 luglio 1979 viene proclamata una tregua tra tutte le bande giovanili che controllano i quartieri della città per permettere un grande raduno in un parco del Bronx, a cui ogni banda può partecipare con una delegazione disarmata di nove elementi. Il raduno è stato organizzato da Cyrus, leader dei Riffs, la banda più numerosa della città. L'uomo è un leader intelligente e carismatico, acclamato da tutte le delegazioni delle bande giovanili. Avvolto in un kimono di seta, egli arringa la folla e propone di unire tutte le forze disponibili, sfruttando la preponderanza numerica sulle forze dell'ordine al fine di sottrarre il controllo dei quartieri alla criminalità legalizzata della polizia.
