Kathryn Bolkovac is een agente uit Nebraska die de zware taak krijgt
om de politie macht in het door oorlog verscheurde Bosnië weer op
orde te krijgen. Wanneer ze het land een beetje door begint te krijgen
begint ze tekenen te zien van een verschrikkelijke ondergrondse
industrie, niet alleen van de criminelen die aan het hoofd staan, maar
ook van de Verenigde Naties zelf. Nadat ze een vrouw ontmoet die ontsnapt
is uit de handen van een mensenhandelaar die vrouwen verkoopt als
sexslaaf, begint Katryn te zien hoe groot deze industrie is in de jaren
na de oorlog. Terwijl ze steeds meer bewijzen vindt ontdekt ze iets wat
