Jack Tuliver (Wesley Snipes), een voormalige soldaat van de speciale eenheid met oneervol ontslag, is de afgelopen jaren woonachtig en werkzaam als een professionele dief in Europa. Zijn huidige klus omvat het bestelen van drie geldwagens die tezamen de opbrengsten van 20 casino's, zo'n $20 miljoen, vervoeren. De overval neemt een totaal andere wending wanneer een derde partij zich in de strijd mengt. Ternauwernood weet hij te ontsnappen waarbij hij, zonder dat hij het weet, iets waardevols meeneemt. Echter de criminelen willen het - koste wat kost - hebben, terwijl hij ook gezocht wordt door de Roemeense politie en zelfs door de NAVO.
