Interpol-agent CK Long heeft 15 jaar geleden een drugsdeal van een miljard dollar opgelost. Het kartel wil wraak en heeft de organisatie van Madame Rose ingehuurd om CK's hele familie uit te moorden. Long is de enige overlevende en gelooft dat zijn jonge dochter ook nog leeft. In feite is zijn dochter 15 jaar lang gekidnapt door Madame Rose, gehersenpoeld en opgeleid tot de sexy moordenaar Phoenix. Ze is geschoold om te vechten en voltooit al haar missies. Inmiddels is de criminele organisatie van Madame Rose flink uitgebreid en opereert ze wereldwijd. CK Long heeft echter nooit gedacht dat hij het doelwit zou worden van de missie van zijn dochter.
