Op een winterse dag drijft een rubbervlot met daarin twee dode mannen aan op de Zuid-Zweedse kust.
Na een anonieme tip stelt de politie een onderzoek in.
Inspecteur Kurt Wallander constateert dat de mannen op een vreselijke manier om het leven gekomen zijn.
Identificatie aan de hand van hun gebit levert een spoor op, dat Wallander naar de Letse hoofdstad Riga voert,
waar na de val van het communisme een strijd woedt tussen voor- en tegenstanders van de onafhankelijkheid.
Wallander dreigt een speelbal te worden in een politionele Baltische intrige.
