Trama:
Cheung Choi-san (Andy Lau) è al comando di un dipartimento di polizia che si occupa di esplosivi. Sette anni prima aveva lavorato sotto copertura infiltrandosi nella gang del criminale soprannominato Blast, finendo con far catturare lui e gli uomini della sua gang. #Blast però è riuscito a fuggire dal carcere e ora cerca vendetta. La polizia viene a sapere che una grande quantità di esplosivo è stata introdotta in città e, mentre cominciano le esplosioni che gettano la città nel panico, il tunnel sottomarino Cross-Harbour Tunnel, arteria cittadina, viene bloccato dai criminali con centinaia e centinaia di persone prese in ostaggio. Toccherà a Cheung affrontare #Blast e sventare l'enorme pericolo che si profila.
